Colleen Hilton, RN

President, VNA Home Health Hospice and Rosscare

Colleen Hilton has served as the president of VNA Home Health Hospice since 2003 and as the president of Rosscare since 2017. In this capacity, she also serves as a senior vice president for EMHS.

She is responsible for planning, leading, and evaluating the operational excellence for EMHS’ homecare, hospice, and community based programs throughout Maine. She is a passionate advocate for home health and hospice serving on the Home Care Alliance of Maine Board of Directors in several capacities. She is a member of the Organization of Maine Nurse Executives and has several professional advisory roles in healthcare. She has also served as the chair of the Cumberland District Public Health Council, advocating for public health throughout southern Maine.
The Road to Here
Hilton began her career in home health more than 20 years ago as a visiting nurse. She had worked in various healthcare settings but always had a true passion for home based care. She worked in various capacities over the years and became the president of VNA in 2003. 

Hilton holds a bachelor of science in Nursing from the University of Southern Maine (USM), and a certificate of graduate studies in Health Policy and Management from USM’s Muskie School of Public Service, and is an alumna of the Daniel Hanley Health Leadership Development program. She serves on the Home Care Alliance of Maine Board of Directors as vice president, is a member of the Organization of Maine Nurse Executives, is a past chair of the Cumberland District Public Health Council, and serves in other healthcare professional advisory roles. She was the first woman elected as mayor of Westbrook and served three terms from 2009 to 2016. She was recognized in 2016 by the HomeCare & Hospice Alliance of Maine with a Distinguished Service award, and was a 2007 recipient of the Department of Education Commissioner’s Recognition Award for her work in truancy, dropout, and alternative education.

“As a leader, I have been exceedingly proud of the team I have put together to meet our mission. There are many work related proud moments, but the accomplishments that make me smile the broadest are when I think of my family – my husband, William C. Hilton, our three successful young adult children, and our first grandchild!”

“I’m truly excited about being a part of a statewide organization that shares my values of delivering compassionate care to people in need. I’m also confident that together with EMHS we can demonstrate the value of home, hospice, and community based healthcare statewide.”
